What Fails a CP12 in a West End Tenement?
Rarely the boiler, in our experience. The boiler is usually the newest gas thing in the flat and the most likely to have been looked at recently. What fails these inspections is the older infrastructure around it, and in the West End that means flues more than anything else. A lot of these buildings have flue runs going up original chimney stacks that were built for coal, shared between flats in ways that are not always documented, and altered at various points over a century of subdivision. Where a flue does not draw properly, or where products of combustion can get back into the room, that is either at risk or immediately dangerous depending on severity, and neither of them gets a certificate. The other recurring one is ventilation, because replacement windows and draught-proofing have sealed up rooms that were relying on air coming in around a sash. It is worth knowing this in advance if you are buying a flat to let: the certificate is not a formality on a period building, and a first inspection on a property that has not had one is worth booking with time in hand rather than the week the tenancy starts.
