Quite different, and no amount of work on the valve will touch it. A drip at the spout when the tap is closed is the valve or the washer. Water appearing around the base, or under the sink, is a seal where the tap swivels or where it passes through the worktop, or one of the connections underneath. It is worth saying which it is when you ring, because they need different parts.

Why can a simple tap job take longer than expected?

Almost always because of what is under the sink rather than the tap itself. The connectors joining the tap to the pipework have often been in place for decades in a damp cupboard, and they do not always come apart willingly. That is the part that occasionally turns twenty minutes into an hour, and it is why isolation valves on the tap tails are worth having if you ever get the chance to add them.
