Running a tap for a minute before the water turns hot is normal in a big house and it is not the boiler being slow. The hot water is already there. What you are draining away first is everything that has been sitting in the pipe between the boiler and the tap going cold since the last time anybody used it, and the length of that pipe is the whole of the problem.

Time it at the worst outlet and then at the one nearest the boiler. If the near one is quick, the appliance is fine and the answer is in the pipework.
