Plenty of flats have no gas supply at all and are heated electrically, and the households in them often assume switching is either impossible or a formality. It is neither. It is a real piece of work with three separate parts to it, and the cost is decided long before anybody thinks about which boiler.

The reason this gets quoted badly is that it is three jobs presented as one. There is a supply question, which the network answers and nobody else can. There is a routing question about the flue and the condensate, which is often the genuinely hard part in a flat. And there is the heating installation itself, which in a property with no existing circuit means every radiator and every run is new work.
A quote covering only the third of those tells you very little, and it is the one most easily given over the phone. So the useful first step is getting all three looked at together, in that order, since the first can end the conversation and the second can change its shape entirely. Whether gas reaches the building, and whether there is a meter position for your flat, is the first question and it is not one the plumbing trade decides.
Electric heating and electric hot water are often on different arrangements, so replacing the heating does not necessarily deal with how the water gets hot.
A gas boiler needs both, and in a flat that was never designed around one, finding the route is frequently harder than fitting the appliance.
There is no existing heating circuit to connect to, so every radiator and every run is new work, and where it goes has to be planned around a floor somebody is living on.
A flat here was quoted for a gas boiler and a full set of radiators, and the household had accepted it before anybody had checked whether the building had a gas supply that could reach them. It did not, at least not without work that was outside the quote entirely. Nothing was dishonest about it. The question had simply never been asked, and it is the one that has to come first.
We give you a clear price before any work starts and that price is what goes on the invoice. On a first installation we will quote the whole project rather than the boiler, because a number that covers only part of it is not useful to you.
Three separate questions, and they get answered in order because each one can stop the next. First, is there gas at the building and can your flat have a meter? That is not a plumbing question and it is worth establishing before anything else, because the answer sometimes ends the conversation. Second, where would the flue and the condensate go? A boiler needs a flue reaching acceptable outside air and a condensate run with continuous fall to a drain, and in a flat built for electric heating neither route exists yet. In a tenement that is often the genuinely difficult part. Third, only then, the heating itself: radiators, pipework and how it gets run through rooms somebody is living in. That last part is real work rather than a detail, since there is no existing circuit to join. It is worth getting all three looked at together rather than sequentially, because a quote for the boiler alone tells you very little about what the project costs. And if the answer to the first question is no, there are better things to do with the money than keep asking it.
