Where a boiler sits well inside a property, its flue often runs a long way through a ceiling void or a boxed-in duct before it reaches an outside wall. Once that run is hidden, nobody can see it, and a flue that cannot be inspected along its length is something an engineer has to raise rather than ignore.

In a deep property the boiler is frequently nowhere near an outside wall. Kitchens get moved to the middle, utility rooms get built into the plan, and the appliance goes where the room is rather than where the flue would prefer. The flue then has to travel, and the simplest way to hide it is above a ceiling or inside boxing.
A concealed flue is perfectly normal and there is nothing wrong with the arrangement. What it needs is a way to see it, which means inspection hatches at intervals along the run so an engineer can confirm the joints and the condition rather than taking them on trust. Where a run disappears into a ceiling void or boxing with no hatches, nobody can confirm what condition it is in. That is not the same as saying something is wrong, it is saying it cannot be checked, and those are different things that get confused.
The commonest way a flue ends up concealed. The appliance goes where the new layout wants it, the flue makes a longer journey, and the ceiling goes back up over it. Nobody plans for it needing to be seen again.
Where the flue or the pipework behind it needs attention and there is no access, something has to come apart. That is time and making good rather than a technical difficulty, and it is much better known about before the day.
A flue has to fall back towards the appliance so that condensation drains the right way. On a long concealed run that is easy to get wrong at installation and impossible to see afterwards, which is another reason access matters.
