Some older Pollokshields heating runs on a single loop rather than a flow and a return. Every radiator takes its heat from the same pipe and passes the cooler water on to the next one, so the last room on the circuit is working with what is left. That is not a fault and no amount of boiler work will change it.

Pollokshields has large old properties where the heating still runs as a single loop, so the radiators get progressively cooler along the run.
Pollokshields covers substantial Victorian villas and terraces to the west and denser tenement streets to the east, with a conservation area running through a good part of it. The larger properties are genuinely large, many of them divided into flats, and a fair number still carry heating installed a long time ago.
Among the oldest of those installations are single-pipe systems. Instead of a flow pipe out and a return pipe back, there is one loop, and each radiator takes hot water from it and returns cooler water into the same pipe. The next radiator along therefore starts with cooler water than the one before it, and so on round the circuit.
In a small house that hardly shows. In a large Pollokshields property with a long run and a lot of radiators, the last two or three rooms are noticeably cooler and always have been. System identification, balancing, pumps and valves. On the older Pollokshields circuits this is where the real answer usually lives.
On a single-pipe circuit this is how the system works rather than a fault, and it is usually the rooms furthest from the boiler. Turning the boiler up or fitting a bigger appliance changes very little, because the issue is the order the water travels in.
Throttling radiators to push heat further along works on a two-pipe system and behaves differently on a single-pipe one. Somebody adjusting it on the usual assumptions can end up moving the problem rather than solving it.
Where a room has been added or a property extended, the extra radiator usually went onto the existing circuit. On a single-pipe system that puts another stop on a queue that was already struggling at the end.
On a loop, position decides how much heat is available, so a radiator sized normally for its room will underperform if it happens to be seventh in line. The sizing was not wrong when it was done, it simply did not account for something a two-pipe system never has to think about.

Worth establishing before anyone spends anything, because it changes what is possible. Look at a radiator and count the pipes going into the floor beneath it. Two pipes, one at each end, is a two-pipe system, which is what almost everything built in the last fifty years uses and where ordinary balancing works as expected. A single pipe running along and teeing up into each end of the radiator, or one pipe with both connections coming off it close together, points at a single-pipe loop. The second clue is the pattern of the complaint. On a two-pipe system a cold radiator is usually a specific fault: a valve, air, sludge in that panel. On a single-pipe loop the coolness is progressive, so the rooms get gradually less warm the further round the circuit they sit, and the same rooms have always been the cool ones. Third clue is age: single-pipe installations are generally decades old and turn up in properties that were heated early rather than recently. If that is what you have, there are real options and none of them is a new boiler. Balancing it properly for a single-pipe layout helps. Fitting larger radiators at the cool end helps more. Converting to two-pipe is the complete answer and is a significant piece of work. We will tell you which is proportionate rather than starting at the biggest one.
