That is sensible engineering and it works for decades. Establish the layout before the money conversation, because the layout settles the money conversation. Start by lifting the inspection chamber covers on your property and looking at what arrives. A chamber with one pipe in and one out is serving your house alone. A chamber with several inlets is collecting from more than one property, and everything downstream of it is shared. That single look tells you most of what you need. Second, work out where the blockage actually is, which means checking whether your neighbours have symptoms too. If several houses are slow at once, the problem is in the shared length below the point they all join, and clearing any one branch achieves nothing. If it is only you, it is in your own run above that junction and it is straightforwardly yours. Third, understand that beyond the point where a private run meets the public sewer, it stops being a private matter, and the boundary is not always at the garden wall. If the fault is genuinely downstream of that point it is not a bill for you at all, and the useful thing anybody can do is establish that clearly rather than guess. Fourth, if it is shared and it is private, talk to the neighbours before commissioning anything. One camera survey down the shared length, split between the households on it, beats four separate call-outs that each clear one branch.
