Weak water upstairs in a block is one of the complaints most often blamed on the wrong thing. The tap gets changed, then the shower, and neither makes any difference, because what decides it is how the water gets to that floor in the first place and whether it arrives from the main or from a tank in the roof.

How a flat is supplied decides most of what its water will do, and it is the thing nobody looks at first. There are two arrangements and they behave nothing alike. In a stored system, water comes into a tank in the roof and most outlets are fed from it by gravity, so the push at the tap depends purely on how far the tank sits above it. In a mains-fed system the water arrives under network pressure and the tank does not exist.
Flatted property makes the difference sharper as you go up. The top floor is closest to a roof tank, so it has the least height to work with and the weakest gravity flow in the building, which is why the complaint so often comes from the flat that seemed like the best one. Meanwhile the kitchen cold tap is usually fed straight off the main whatever the rest of the flat does, which is why one tap in the property behaves completely differently from all the others.
That is worth establishing before anybody buys a shower or a tap, because fittings have minimum requirements and the wrong one on a gravity feed will disappoint whatever you paid for it. Stored water arrives by gravity, and the pressure depends only on how far the tank sits above the outlet. On the top floor that distance is small, so the flow is weak by design.
Some need a minimum pressure to fire reliably and will cut out on a gravity feed. That gets read as a faulty shower when it is a supply mismatch.
One incoming main split several ways drops noticeably when neighbours are also running water, which is why the complaint is often about evenings rather than about mornings.
A pump on an inadequate supply just moves the shortage, and on a direct mains feed fitting one may not be permitted at all.
A top-floor flat had a new electric shower fitted that cut out every few minutes, and the shower was replaced once under warranty before anybody looked further. It was gravity fed from a tank barely a metre above it, and that model needed more pressure than the flat could ever give it. A different unit rated for low pressure worked perfectly on the same supply. The first shower was never faulty.
We give you a clear price before any work starts and that price is what goes on the invoice. Where a fitting you are considering will not work on your supply, we would rather say so before it is bought than after it is installed.
Establish how the flat is fed before touching anything, because the two arrangements behave completely differently and have different answers. Look for a cold water storage tank, in the roof space or a high cupboard. If there is one, most of your outlets are gravity fed, the pressure is set by the height between that tank and the tap, and no amount of changing taps will alter it. The kitchen cold tap is usually the exception and comes straight off the main, so compare the two: strong at the kitchen sink and weak everywhere else is the signature of a stored system working exactly as designed. If there is no tank, everything is mains fed and weak flow means something is restricting the supply, which could be a partly closed valve, an old undersized section, or simply more demand on the incoming main than it was sized for. Second, separate pressure from flow. Pressure is the push, flow is how much arrives per minute. A shower can have adequate pressure and still deliver a trickle if the pipe feeding it is too small or partly blocked, and the fix for one is not the fix for the other. Third, be careful about pumps. On a stored system a pump is often the right answer. On a direct mains feed it may not be permitted, and it will not create water that is not arriving.
