Hot water fine at one tap and not another
Not a boiler fault at all. That is a tap, a cartridge or a restriction on that particular run, and the appliance is being blamed for something happening several metres downstream of it.

One more check worth doing: try more than one tap. If the kitchen is fine and the bathroom is not, none of the above applies and the problem is on that particular run rather than in the boiler. Finally, look at the pressure gauge while you are there. A combi that has lost pressure can behave oddly on hot water for reasons that have nothing to do with these three parts, and that is a different conversation again.

Almost certainly not. On a combi the hot water side uses parts the heating side does not touch, so it can fail completely while the radiators carry on as normal. There are three usual candidates and all three are repairs rather than replacements: the diverter valve, the plate heat exchanger and the flow sensor.
