No, and it is worth being clear about the difference. The room thermostat sets the temperature you want the house to be, and turning that down does make the house cooler. The flow temperature sets how hot the water going to the radiators is, and lowering that changes how efficiently the boiler works rather than how warm the house ends up. Yes, usually. Cooler radiators put heat in more gently, so a cold house comes up more slowly. In a home that is occupied and heated through the day that hardly matters, because it is holding temperature rather than recovering from cold. On a condensing boiler, which is nearly everything fitted since around 2005, yes. On an older non-condensing appliance there is no condensing to gain, so there is less in it, though running cooler still reduces losses a little.
