Usually not. A boiler that is failing tends to fail in a way you can see, with error codes, noise or no hot water. A house that is warm in some rooms and cold in others, or comfortable one evening and not the next, is far more often a controls problem than a boiler one. Where the thermostat sits, what it is measuring, and how long the heating runs for all matter more than output in a building with heavy walls.
